UPDATED RULES

Every player must play a consecutive 10 minute quarter in the first half for the friendly game and until both teams have played their 1st round of Single Elimination Bracket Play.

Players found to be in violation of eligibility rules (school or grade) will result in a forfeit of the entire team.
Coaches are required to fill out the scoresheet at the table with the name of their players and their number before tipoff.

PLAYER ELIGIBILITY

  1. Teams may be formed from any public school or private school within the boundaries of the IUSD or TUSD area.
  2. Teams must be formed by players attending the same school.
  3. Elementary School teams are allowed a max of 10 players; Middle School teams are allowed a max of 10 players.
    1. Roster sizes can only change if agreed upon by the school administration, the coach and OCYS Staff.
  4. Players must be in grades 3rd, 4th, 5th or 6th for the Elementary Division and grades 7th or 8th for the Middle School Division to participate.
  5. School Divisions: Elementary Girls (3rd/4th) & Girls (5th/6th)• Boys 3rd, Boys 4th, Boys 5th and Boys 6th
    Middle Schools Girls (7th/8th) • Boys 7th and Boys 8th.
  6. If two teams of the same division are formed at a school, boys must play on the boys’ team and girls on the girls’ team.
    1. Exception: If a school can field only one team per division, combining boys & girls, that team may play in the boys’ division, regardless of the number of boys and girls on the team.
  7. All players must play for their school that they attend in the current calendar year. Private school players may only play for their private school. Home school players may play for the school within whose IUSD or TUSD identified boundary they reside
    1. Home School players cannot take the spot of a player from the actual school. If there is space on the team a home school player may be added.
      Example: A school has 14 6th graders registered at their school and a home school player signed up. The team would have to take 15 players in order for the home school player to participate

I. GENERAL

  1. There will be four (4) quarters of 10 minutes.
  2. A running clock will be used at all times except for the last min of each half if the score differential is 10 points or less.
  3. Any overtime periods will be 2 minutes, stop clock. 3rd overtime will be sudden death unless championship game.
  4. Every player must play a CONSECUTIVE 10 MINUTE QUARTER in the FIRST HALF for the friendly game and the 1st round of  Bracket Play to fulfill playing time requirements. Teams that advance to the 2nd round of bracket play will not have to follow  participation rules IF the other team has already fulfilled them (not applicable for either team). If a team has more than 10 players than everyone must have played by the end of the 3rd quarter instead. Free substitutions are allowed for the players who have met the condition. You will keep track of this on your scoresheet. If a challenge to a team is made and the tournament director can prove that the minimum playtime requirement was not met, then the violating team will forfeit the game.
  5. There are free substitutions allowed during dead balls once the players being subbed have met rule #4 (clock will not stop, review rule #2)
  6. Players are not required to play in every game after participation rules have been met. (see rule #4 above)
  7. Any defense is allowed throughout the game. For 3rd and 4th grade no defense until the ball crosses the attack line (volleyball line) in the 1st half only. Note not all gyms have a volleyball line, if that is the case attack line will be specified by the referees prior to the start of the game.
  8. Each team is allowed 2 time outs per half. No carryovers. 1 time out per team per OT period.
  9. One and one bonus free throws will be shot on the 10th team foul of each half. There will be no double bonus.
  10. Technical fouls will result in an automatic one game suspension and any ejection will result in a suspension for the remainder of the tournament.
  11. Any players without a number on their T-Shirt/jersey will result in a Technical Foul during friendly games. During bracket play players without numbers will be ineligible to participate – potentially leading to a forfeit.
  12. A forfeit occurs if a team only has 3 players or less after a 5 minute grace period. 4 players may take the court while the other team may play 5. A team with 4 players may opt to borrow a player from the opposing team (if a player is willing to) but results in a forfeit.

II. RECAP

  1. Every player must play a consecutive 10 minute quarter in the first half for friendly games and until both teams have played their first 2 games only.
  2. One and one bonus free throws shot on 10th team foul, no double bonus.
  3. Two timeouts per half, no carryovers. One timeout per team per overtime period.
  4. Running clock used at all times except last min of each half if score differential is 10 points or less.
  5. Numbers are required. Teams without numbers will result in a Technical Foul during a friendly game while bracket play results in players being ineligible to participate.

III. Mercy Rules

  1. Mercy is in effect while the score difference is 20+ points.
  2. Teams that are up by 20+ points may only play defense behind the attack line. If already using an attack line (half court or volleyball line) teams must play defense within the 3 point line.
  3. Teams that are up by 30+ points must slow the game down and the score will be zeroed out. Participation rules are waived if used to substitute out their starting players. Teams are required to slow the game down and refrain from running the score or running fast breaks. Players that violate this rule will be subject to a Technical foul. Coaches that are encouraging running up the score will be subject to a technical foul. A repeat offense will result in an ejection and the inability to participate the remainder of the tournament.

IV. REMINDERS

  1. This is a fun and recreational level school basketball tournament and we must remember this is to be a positive experience for all involved.
  2. Please highlight school spirit, teamwork, fun.
